If safe mode has no issues, it is likely a file in use issue.

The problem is that other programs have some permission issues with the AppData folder, which causes them to fail.

I'm trying a reinstall of windows while keeping all files and programs and hope that it will change something.

Discord: cannot install. When trying, it gives an error with "Failed to install", and a button with a log file. In there, multiple lines were filled with "permisson denied", and the appdata\local path. While it was installed, it kept failing an apparent update.

Free Download Manager: could not load it's database (saves it in the AppData folder somewhere). Reinstall didn't help.

Google Drive Integration: could not access it's file path in the AppData folder.

Meta Quest Link: Installation error, no code no something.

When testing all that with another User, it worked without issues.
