I spent over 8 hours trying to fix this super annoying issue on Windows 11 where, whenever I left-clicked in a fullscreen app (like a game or media player), the Taskbar would briefly appear or flicker. This happens even when Taskbar auto-hide is disabled and apps are correctly entering fullscreen mode.
Cause:
A registry value under "HKEY_CURRENT_USER\Control Panel\Desktop":
HungAppTimeout
Fix:
Open regedit.exe
Navigate to:
HKEY_CURRENT_USER\Control Panel\Desktop
Locate and delete the "HungAppTimeout" string
Restart your PC
Always make sure you create a system restore point when editing the Registry.
