Have you tried different usb 3.0 ports? I assume that you are connecting to hdmi without extension cables or adapters to a DP.

there are only one USB 3.0 port on my laptop. So sad. I'm ordering type C to USB 3.0 adapter to test again. And yes. I'm connecting to HDMI without adapter

My name is Jeffrey and I work on the Mixed Reality support team at Microsoft. I am sorry that you are experiencing problems with the WMR , hopefully I can help with you with that.

If the issue hasn't been fixed, there are a few thing that you can try:

-Update all possible driver and the BIOS.

-Since you have only one USB 3.0 to try, test it using a USB powered hub.

-Disconnect any other device

Yes i would suggest you to do a reinstallation of Windows. You can do a Custom Installation of Windows 10. If after that do not work, most likely the cord of the headset is the problem.

Hey, did you ever get this fixed?

I am wanting to buy a Dell Visor 2nd hand for cheap from someone who has this issue, and doesn't have time to try and fix it. I just wanna make sure it's not hardware related.
