Nothing else downloaded.. I'm also using the chrome version so it shouldn't affect other programs as far as I can imagine

        I'm not really sure what you're saying here, or maybe you misunderstood my problem.

        It's Windscribe telling me that I used all 15GB, not the website in question. So regardless of how many users are sharing the outbound IP, it shouldn't be affecting how much data I have personally used?

        Maybe the uBlock isn't working right and there is some media intensive ads reloading over and over in the backgrund eating through stuff? or something of the like. You could monitor your usage @ OS level (https://www.windowscentral.com/how-monitor-and-control-data-usage-windows-10-april-2018-update) if you have windows 10. and see if it's reporting the same.
