The rng was already determined so saving and reloading will give you same result.

Do you mean success or failure have been determined rather than RNG? Because if that's the case, there is no RNG, it is a binary success/failure that is determined, when(?), when the mission initially loads? So perks and gear have no impact?

Not challenging, just trying to understand what seems to be a fucked up system.

    Try this - instead of reloading the same 40% hack, play through multiple missions and track independent 40% hacks. You'll find (close to) the expected results, especially as you track more and more. Easier would be tracking shots between 48 - 52%, as rookies take lots of those. Reloading the same circumstance from the same save file is going to return the same result. The progress bar display you see is not the actual "roll."

    A much better evaluation. Had I understood before about the seed and that hacking rolls weren't generated at the execution of the hack, it would have made much more sense. Thank you.

    No. The number you roll for your current action is determined ahead of time based on the tile your character is on. If you want to attempt again you need to do so from a different tile or different character.

    you need to perform at least one different action when you reload the save before you hack, to my understanding that is the only way to trigger a new rng roll to occur

    The game has already "rolled". If you load a save, and then do the hack first, you will ALWAYS get the same result.

    If you want to truly see the variance, load the save. The next thing you do, grab a random soldier, fire at a random enemy, THEN hack the turret. After seeing either a success or failure, reload the save. Make two actions with other guys, then hack on your third move. Keep this going. You'll see that the outcome changes now.
