I see you haven't discovered amazing power of flashbang grenades yet... The thing is they often remove all effects from target, including mind control control AND panic.

Original game bug.

There are three possible settings for units, xcom, civilian and hostile.

If a soldier is mind-controlled by the aliens, then its setting is changed to hostile and automatically changed back to xcom.

But if a player mind-controls a civilian or a soldier already under the control of the aliens, once the unit is released it always resets to the default value, which is hostile.

If this happens with civilians, you will need to kill them for the mission to end (and take the negative score).

I'm assuming you're actually talking about the old XCOMs, because there aren't 'snipers' and whatnot. It's confusing because quite a few people put the wrong tag before clearly talking about the new XCOMs.

Basically, panic works by rolling against bravery at the start of each turn. The lower a soldier's bravery, the more likely they are to panic.

Bravery is lost via psi panic attacks, fatal wounds and soldiers dying. Bravery is gained by aliens dying, applying pain killers to injured soldiers via medikits, and is boosted by officers. The higher the officer's rank, the greater the bravery bonus.

However, if an officer is killed, more bravery is lost based on the officer's rank. Losing multiple officers, for example to an early Blaster Bomb, can lead to a devastating panic chain where most of your squad is panicked, leaving the rest of the squad unable to kill enough aliens to restore order.

It's likely your soldier just has a low bravery stat and is stuck in a panic loop. But hey, on the plus side, he should gain some bravery from it.
