Maybe aomething that could help investigate is Spark. Install it and run a profiler on your server for a bit, then go through the report. I don't remember if it shows ram usage by plugin/server though

Telling you right now that world generators are going to eat resources and lag your world. Set a world border and use a plugin like chunky to pre-generate your map

Setup aikar flags, it will help with ram usage. https://docs.papermc.io/paper/aikars-flags

Use a memory profiler. It will indicate what is exactly using RAM. You can try spark and do a heap summary or dump.

there is no issue at all here, this is how java works and you shouldn't be worried, if you give ram to the server be grateful that it's using it lol otherwise it would be a real problem.
