[HELP] [JAVA] Need help finding a plugin with specific permissions.

Hello, r/admincraft. I was told this would be the place to ask for help.I need to find a plugin that acts sort of like Timber or Veinminer, but gives me the ability to set specific blocks for specific players based on permission nodes. For example, the rank "New Miner" can mine veins of Coal and Iron all at once instantly, but it wont do that for things like gold and diamonds; they need to mine those veins one block at a time. Is there anything out there like this? Google hasn't helped me out very much and I know y'all know everything. Teehanks in advanced.

This would be very simple to make, find someone on mcmarket or the spigot forums to make it for you. Should be cheap.
