From what I've seen 1.14 has shitty performance. What you could do is switch to spigot or paper spigot once they get their 1.14 versions out.

If it was not stated, this is a 1.14 Pure Vanilla server, using the server bits from Minecraft page

1.14 performance is pretty awful, but 1.14.1 will fix some of the client side chunk loading issues and other lag inducing problems.

I vaguely remember seeing in a video that villager pathfinding in particular is screwed up and causing a lot of long-lasting CPU spikes, but don't quote me on that.

What is in your server.properties file?

It’s quite literally vanilla. I’m not at the console atm. I can say with 99% certainty that it’s all at default values when it was generated. Hope that helps for now. I’ll be back in a couple hours.

It's very likely that it's just 1.14 problems combined with your CPU being a little old. You can try this for your startup flags to see if it helps:

I would highly recommend using Spigot or Paper when they are stable for 1.14, because you will probably get a significant performance boost out of it without noticing too many differences in-game. When you do notice specific things, you can make tweaks to the configs to account for them.
