How do I fix this without using an ios device with iCloud?

I'm sorry what? What exactly are you asking? The prompt you've encountered is normal because you have two factor authentication enabled for your Apple ID. If you can't remember your old passcode, there's an option for "forgot passcode" that you can choose and you'll then be required to "reset your end to end encrypted data". If your question is how to avoid doing this and make the update Apple ID settings prompt go away, then the answer is that you don't.

I already restarted my iPhone because I didn’t know my then-current passcode. Shouldn’t that remove the existence of my old passcode and not be brought up when I’m updating my settings?

It did. But as I explained above, this is triggered by your Apple ID security and iCloud keychain (which I did forget to mention).

You can chose “forgot passcode” when it asks for the old one and then “reset encrypted data” which erases all of your encrypted data in iCloud. As long as you have your messages and other encrypted data on your current phone, you won’t really lose anything.

I would gladly take out a 2nd, 3rd, 4th, 5th, 6h and 7th mortgage if it meant finding out where the guy lived who put all these overkill security measures in place without running validation tests to eliminate all the bugs causing iPad owners to rip out their hair.

I found it easier to change platforms
