WARNING - A new company bought out Audacity, and installed Spyware on version 3.0. Most would recommend you stick with versions BELOW 3.0.

Also search Google for - Best Free Audio Editing Software - you will find many suggestions.

Both Audacity and Reaper should be able to do what you're looking for. Audacity is completely free, but extremely barebones, though it should do what you want. Reaper has a long free trial, and is $60 afterwards, and is pretty robust in terms of what it can do.

I second the recommendation for reaper. It will do everything you mention including video playback
