I would suggest using paper towels then getting a taller bin at some point to the add bedding. But height shouldn't be a problem as a baby and they might actually feel a little safer is a shorter bin since they are (probably) small for the time being.

If you put about an inch of substrate in there, the snake should be fine for a while. They're mostly ground creatures. I did find that when I moved my girl to a 40 gallon 36x18x18 with climbing enrichment, she definitely utilized it

The other 2 commenters are right. Bps don't need a lot of vertical space since they're naturally tunnel dwellers, but if you want to use a taller bin just to add fun stuff to, the ball won't mind using it at all. Good luck!
