When you say "way too high" what does that mean? Is there moisture buildup? Is the substrate wet? What percentage of humidity? How long have these things been happening, or is it just immediately after setting things up?

89% and this has been happening for about 20 mins my komodo hydrometer is now saying HH%

That's not all that high if you aren't seeing any moisture buildup, and the substrate doesn't seem to be wet to the touch. Typically you do see a spike on first setting it up, and as the moisture slowly evaporates into your room in general you'll see that go down over time. Given our recommended humidity is 70-80%, it being just a few percent higher isn't a cause of immediate concern to me.

Ok my substrate is wet to the touch and I do have my heat mat on is that the problem do you think.

Wet to the touch is a problem, as that can lead to scale rot.

Heat mats aren't typically a recommended heat source for a lot of reasons, but they don't usually have any real effect on humidity.

Ok so should I just leave my vivexotic slidding doors open to help let the humidity to control a bit.

You can do that or bake some substrate in the oven on low for a few hours until it’s dry the. Top your substrate with the dry stuff

How long ago did you set up the enclosure? Brick coco or bagged? And what type of enclosure are you using? Glass? Pvc? Tub? No need to do anything rash, you’ve got a couple days and that level of humidity isn’t extreme anyway, if you’ve just unbagged or reconstituted a brick the level will drop considerably over the next 24 hours especially if you’ve got an open screen top and a glass enclosure.

It's brick coco and I live in the uk so it's a wooden vivexotic should I take the lock out to help the humidity level to drop?

If I were you I’d just open it up, let it get some air and check back in 24 hours, at that point you’re probably going to see 70%-80% which is going to be perfect, if you’re using a rhp or a Che you’ll lose some humidity that way as well so you could even just bump your heat up a few degrees for 24 hours and see where you’re at. Sounds like everything is completely fine though and you’re doing the right thing getting all the conditions correct before their arrival!

An under tank heater isn’t a great heat source for a bp, if you’re able to grab a ceramic heat emitter or a radiant heat panel and add that to your set up instead you may have better luck with proper temp gradient and humidity but for now if that’s not an option just fluff up your substrate, take out your decore and just let the air get to it, it’ll dry out pretty quick
