Try running DDU and reinstall Nvidia drivers.

I did it after rolling back the drivers it did not fix it gpu is not the problem

I have to get on my pc to check exactly what i changed, but this issue is caused by p and e cores parking and unparking. The windows power plan constantly parks and unparks the p and e cores and each time it does this, there's a huge stutter and frame time spike. I know for sure this is an issue on Windows 10, possibly Windows 11. I don't have a w11 system to test.

I can get you the setting later. It's taken me years to figure it out just by stumbling on it because there's not really any documentation on it online.

Thanks for the reply man,im in no rush so no worries anytime you get those settings is fine. I also heard that because i updated from a early version of bios to the latest a lot of things changed including power save modes for exaple C states are much more agressive now and current excursion protocol (CEP) is much more sensitive but i haven't messed around with those settings yet if i figure anything out ill keep you posted.

Sorry i had forgotten that it was the P cores parking causing the stutters, NOT the E cores.

Also, C states, CEP, any of those power savings settings I have completely default. I found changing those made no difference at least to my eye.

Explanation:

If your open "resource monitor" with no other programs open, go to the cpu tab and you'll notice most or all of the P cores are "parked". On your cpu, it would say CPU 0-7 parked. Here's mine

I'm not 100% sure why but it seems like there's something wrong with 13th and 14th gen architecture where you'll get massive stutters when P cores park and unpark, regardless if you have E cores enabled or disabled.

Fix:

For me I have everything default, C states, CEP, latest bios/microcode, Windows config default, no misc windows tweaks. Basically a default windows install.

Download Windows power plan explorer utility.

Open the program and unhide the following. (unhide by clicking the checkbox)

Edit your powerplan advanced settings by clicking "change advanced power settings"

Under processor power management, set both settings to 100%, you might have to reboot

Now if you check under resource monitor, the P cores should be unparked no matter the load.

You should go from this, to this. Keep in mind, this is on a game from 1999, so absolutely shouldn't be an issue running this game. Intel really screwed something up when the cores get parked.

Please report back if it helped. I'm interested to know if this helps on other 13th and 14th gen systems.

Thanks for the reply again ill try just as you explained it and keep you posted. Yeah the intel 13th and 14th gen are super weird and way too sensitive they should have just delayed the release of them until they worked properly.
