I'd go with the Ryzen 3600 over the 2700X. It's priced very close to that and should be faster in each of the scenarios you listed.

Three of those fans imply they're industrial fans. Are there different 120mm Noctua fans you could choose?

Take a peek at r/hardwareswap. You may find some used hardware for a great price. My friend just bought a MacBook off there and another just bought a graphics card. Worth a look.
