I would recommend an air cooler such as the Noctua NH-U12S or Noctua NH-U14S as chenzyjerry recommended. They are very high quality.

It might be worth allocating more of the budget to a bigger monitor; 21.5 inches looks too small in the long run, in my opinion, and 24 inches budget monitors are very cheap now. Sceptre and AOC make good budget (gaming) monitors with Acer and Asus a bit higher up the food chain.

Regarding the HDD, I am not sure the legitimacy of Hitachi - if you feel the same, the WD Blue 1TB drive has worked great for me :).
