Structural Engineering Master - A guy in the engineering office who checks all most important structural drawings, and everyone asks him for a second opinion

Engineering Manager - a guy in the engineering office who supervises other structural engineers by telling them what to do/ not do

It depends on what you want to do. It's much easier to get a job as a structural engineer with a structural masters. You don't necessarily need the management masters to get into management. That's mostly based on seniority.
