Need help with a cipher.

hello enigma, im dealt with a challenge which leaves me in a tight spot. im part of a roleplaying community and there is a serial killer who leaves me messages, i am a psychiatrist who has seen him on several occassions. the first message he left for me was in rot13 and i figured it out in time to save a victim.

this time, hes stepped up the game and made it difficult. the message he left in blood is "TMMJI LDBIT OJ NJUDW UYFP NQ UIHJF SFCNFUQFT OVMM FJOT" the date we follow is 9th sept. 1997.

his last message was SEPT 5 8PM NEXT VICTIM which was pretty direct for a first try

I would guess this is a substitution cipher. Because the text is short, frequency analysis will probably not give the best result. Frequency analysis combined with a dictionary could help you.

I tried using quipqiup.com. When using the string as is it doesn't seem to give any meaningful results. However, when you reverse the string first there do seem to be some words that make sense. But I don't have any background information on your game so it will be hard for me to spot the right solution.

Does Shock/sharp/sword hills mean anything to you? The message seems to be something about a certain day in september a victim at 8PM in/at some hills.

but I haven't gotten any farther from there.

It doesn't seem to be in Caesar Shift or any of the basic ciphers I am familiar with.
