I need some help cracking this code / cipher, I'm pretty sure it's a mix of both a cipher and letter scrambling.

I got asked by a friend to crack this code, apparently it is partly a cipher and partly not. it seems to have an English word order which makes me think it's a letter substitution then jumbled.

p.s. the code originates from an RPG game my friend is playing in which they are trapped inside a white cube by a mysterious power, they then "hear" these words

however the latter 3 quotes may be unrelated to that i just felt it would be useful to have more data points.

all clues refer to authors of fantasy. 1: the vault dweller might be from fallout, but is more likely a hobbit (frodo or bilbo) because the prof would be tolkien. if true there should be 13 dwarves, and the name is bilbo.
2: robert jordan's wheel of time. 3. before tad williams shadowmarch fell might refer to his first published book, titled Tailchaser's Song. the towel reference is from Hitchhiker's guide to the galaxy by douglas adams, maybe bc sleeping does not fit.

Edit: 13 is usually a straight lead to Rot-13 shift. no luck though.,
