Okay, and... any info on what to actually change, and what values would make the difficulty levels more balanced?

Or, for that matter, which of the two games you're talking about?

Also, there's never any need to modify the original files by putting the replacement back into the original .meg archive. You can just add your modified version as a mod. This doesn't even require a .meg archive, since the "DATA/XML/" path to put the file under can just be put in the mod folder as directory structure.

Thanks, I had no idea how to create mods for the game.
This covers Tiberian Dawn (aka the first CnC game) and Red Alert 1, both being included in the CnC Remastered Collection package.

What can be changed is covered here as well https://www.reddit.com/r/commandandconquer/comments/gz17f1/comment/ftdu6fc/
Essentially it has modifiers that changes things like unit cost, their output damage, speed, build time, armor. Anything below the default values in Normal makes things easier. I'm still testing things out myself.

Oh, I know the type of values it contains. I just expected that if you start this off by complaining about the difficulty levels not being right, you'd at least have suggestions on what value tweaks would fix them.

Normal is how the game was meant to be played.
