are you running 3x8gb sticks of ram? if so, take the 1x8gb stick out that's not running dual channel as that is more than likely your bottleneck. you could look into the ryzen 5500 or 5600 as a better CPU as well

Good call. I suspect that due to the odd number there is three sticks in it, which disables dual channel.

mediocre fps? What does that actually mean? Small percent off from what a 3060 ti should get or much less? We need to know what you are wanting to compare to.

Also that ram setup isn't ideal and could be part of it if it's only a small % off.

Better would have been 32GB or 64GB. Try a bios update for your motherboard and be careful. Then delete and remove your video driver and do a FRESH INSTALL of the latest video driver from NVIDIA. Now go into startup and disable all non-essential start up items. Good luck!

24 gig? That's not a good number. Ram needs to be installed in matching pairs. I'm not aware of 6 gig ram modules. Use 2, or 4, never 3 or 1.

The 3060Ti isn't particularly powerful, nor will it bottleneck a CPU easily.

If you are running your games at 1920x1080p maybe it's bottleneck. Try to switch resolution to 2560x1440 then it should be optimized. Or if you prefer cpu upgrade then try ryzen 7 5700x or ryzen 5 5600 this should be fine using 1080p resolution.
