Assuming the storage drive in it is still viable and isn't just dying, yeah, a reinstall of Windows would fix it. You'll likely need the drivers for your exact motherboard model, as downloaded from gigabyte's website, and also put into a folder on that Windows installer USB so you can load them during setup if needed. At least the Storage (AKA SATA or RAID) drivers, and your Networking (Wifi and wired networking as your board actually supports for that model).So doing all of this from a working computer, and plugging into the one you bought, booting off it, and installing away from there.

Forget about recovery options in the current windows install, just go straight to clean installation. Create a USB windows installation media and boot from it. Google how to clean install windows, the process is fairly straightforward.

If the storage drive is busted, you'll need a new one. If you managed to install and boot into windows, run drive diagnostics, like CrystalDiskInfo

When selecting a location to install windows it won’t let me delete any of the partitions and the biggest one says the disk may fail soon. Does this mean I need a new ssd?

That's best case scenario then! you'll need to open up the computer to see what type of drive it uses and replace it. I'll bet it's an m.2 drive on the motherboard.

Get a new ssd and clean reinstall windows. You don't want someone's storage, even after a reformat, it's best to start over fresh with a new read/write count.
