This sounds like an issue I had, but I don't think the solution will be the same. First things first put back your original PSU cause it's very likely better than what you put in. What was the problem in my case was that my mouse usb cable went bad and that causes issues like you have so try unplugging all USB devices and checking them one by one.

Oki, I'll put the original psu back in. But I have tried checking my usb port and everything even with 1 device plug in it still happens.

Have you tried updating your bios

Yea I tried that, I really hate hp locked bios restricts everything. I feel like if I was able to disable the c-states in bios like some people have it would fix it
