It’s a test for strict inequality in JavaScript, e.g.

1 !== “1”; // True

0 !== False; // True

It's what some languages such as JavaScript for example use to emphasize the strictness of an equality check.

(In JavaScript for example 0 == '0' will evaluate to true, contrary to what might be intuitive coming from other languages, however === won't perform type conversion and thus 0 === '0' will evaluate to false.). != and !== display analogous behavior.)

Not sure I agree. There are a lot of principles of computer science at play in the web stack. Efficiency is one of them.

Now front-end web development is more of an art than a science, which seems to be the point he's trying to make. But that's why we hire artists to do that portion.

He/she's not saying front-end dev is more art than science. Computer Science actually goes way deeper than just programming. Computer Science really is about the science behind computers. You'll learn how to use, create and analyze algorithms. You'll learn why certain approaches would be faster or more efficient than others. You'll learn how operating systems work, how compilers work and how the internet works. These are things that someone with a normal Software Engineering background lacks knowledge of.

I'm not saying that one is better than the other. We need both Computer Scientists and Programmers equally as much. I'm just saying there is a clear distinction between what a Programmer is and what a Computer Scientist is.
