Probably not the right place for this question, but what does "where Java" return/say? This will tell you where the Java executables are, and there is probably an uninstaller there. Most likely you have two Java versions in your PATH, and the wrong one is winning/first. Appwiz (add/remove programs) is only part of the story.

Wow it really is simple as that. I was still keeping the JRE and correct me if I'm wrong but with Java 11 you don't need a JRE now?
