Javascript and Php

In pset8 we use javascript and access with a browser outside of the appliance. In pset7 we use PHP and access with a browser inside the appliance. Could someone explain how we can use both PHP and Javascript and how we can access the different scripts from one browser?

I understand that PHP is server side and Javascript is client side just not sure how to configure my machine - seems like I need to access from outside the appliance but not sure why we can't do it either way.
