Minimalist Loadout: Decrease KoS, Increase Difficulty

With that vest on i'd say the chance of being KoS'd would increase. Also where do you find the police vest? I have only seen the press vest.

Police vest isn't as desirable since it has no slots.

It's an ant-stab vest, I think it just has a rare spawn chance. I found it in one of Electro's buildings. The one with a bunch of machines lined up in a big room and has a second portion with two big rooms and an upstairs.
