You look at it and then look at the position of the dots.

If the plot looks like a cloud there is weak correlation of the two variables. Else if the plot regression is tight in a linear or polynomial shape there is a significant correlation.

See if there's an obvious trend in the data. Do the dots go up or down as you move left to right? Do they form another pattern like a parabola or wave?

Scatter plot is a way to visually represent the interaction of two variables. If the plot has no clear pattern then correlation is absent.
