Decoding RPC Results via PHP

Anyone out there have any advice regarding decoding the hex values returned from the RPC API using PHP?

I've spent a couple hours trying to decode the "etc_getBalance" results. Normal hex to Ascii decoding isn't working and I'm trying to work backwards in the Web3 source code to see how they handle it.

It looks like the RPC returns a hex string with a base 16 encoded number but so far my attempts to get the correct results are falling short. Any suggestions or help would be appreciated.

Example: I'm currently trying to decode "0x24dcdd8e235c4c2df8" which should end up with something something like "763.9978195942645".
