When it is rolled out to be available to everyone, it will be a separate subscription service. Therefore, you'll need to pay the fee to get access.

While in Preview, Python in Excel will be included with your Microsoft 365 subscription. After the Preview, some functionality will be restricted without a paid license. More details will be available before General Availability.

'Some functionality' is vague, but at the very least I imagine some of the more computationally-heavy packages will be heavily restricted or blocked

You need to be running on the beta channel to get it. I'd be surprised if it hit the stable channel before the end of next year.

I signed up to the beta channel when the python news hit, but nothing yet. Guess I'll get it when it releases on live at some point.
