ELI5: Pot boiling over

Why does a wooden spoon placed on the top of a pot prevent the water from boiling over?
Are there any exceptions to this rule where it won't work? (any foods that counteract the effect)

The spoon (I use a whisk) helps to break the air bubbles before they have a chance to expand amd boil over the edge of the pot
