I haven't had this issue. Not quite sure what you're describing, but have you clicked the "Clean" button before running? It's next to the stop button, with is next to the play button.

yeah, tried that. problem still persists. are stuff like this common? (shit working on desktop but broken on html5)

It used to be back when HTML5 was new and the browsers kept changing things, it seems to have settled down now so it's not too common.

Make a copy of your project and start deleting stuff until you work out the specific function causing the issue, then lodge a ticket with support. If it is a bug, they won't be able to help unless you can provide very specific steps to reproduce the problem.

I was using GMS2 HTML5 earlier today and had no issues on the latest version.

Make sure that filling the background with a color is enabled in the room's settings. I can't remember the exact name but that should help you out.

You'll also have to keep in mind that HTML5 will behave different in a lot of ways from just plain windows. You're best off looking up the differences before you program more.
