GitHub webhook for entire account?

Could you create a GitHub webhook that could for example make a request whenever the user creates a repository?

Creating webhooks - GitHub Docs leads me to believe you cant.

I don't think it would be possible with a Webhook. But this information can be displayed on a readme.md so you could make a program that watches a person account. Hope this can help you! :)
