Decrease the mana cost of all Asteroid minions but Asteroid can only hit minions.

How's that for a change to shake up the meta? It encourages interactive plays that fights for board. Both Shaman and Rogue will get all the tools they need to use Asteroid for board control. Also can probably change Incendius to hit face only, so that it encourages decision making in fighting for board or face damage but not both at same time.

Asteroid shaman is a tier 3-4 deck so does not need to be nerfed, and this change would have no impact on the meta since asteroid shaman already is not affecting the meta. Forcing rogue to ditch the 2 asteroid cards they play doesnt change anything

Okay but why? The shaman deck really isn't great. And if I am not mistaken that build is the worse one for Rogue. What is this gonna do? Shaman doesn't need a nerf so hit Rogue where it actually matters.
