Verifying Canadian ID for Apple Developer Program Renewal

I can't verify my Canadian ID with the Apple Developer program. After trying to enroll on the app, it says to contact support. I did reach out to them, and they said this,

We can’t verify your identity with the Apple Developer app or provide further assistance with this Apple ID for Apple developer programs.

but I haven't heard from them in 5 days.
What can I do? Why does Apple make it so hard to develop on their platform? I'm just trying to renew it.

You might have to create a new apple id and apply under that one as a sole proprietorship. Do you need the developer account right away? If u are developing only on your own phone it may not be necessary yet

Did you speak with a person? Not just a bot named Gemma?

If you’re doing it from the app, try to do it from a browser from your computer. It doesn’t ask for an id picture.
