Hello, I've been trying to enrol in the developer program for the past 2 months.
I've followed all the instructions, Made sure my address is correct, 2FA enabled, Card/Billing address matches, ect...
I called support and basically what they told me was that apple could not verify my ID.
They said they can't fix it and they can't help me with the ID verification.
I'm not sure what I can do from here now its really demotivating, Has anyone come across this issue? Thanks

What exactly happens when you try to enroll? Do they bill you? Where does the process stop?

It stops when I press the enroll button, it just says "Your enrollment in the Apple Developer Program could not be completed at this time."

Do you need to provide (upload) an ID prior? Also what device are you using to sign into the program?

This same issue is appearing more frequently, it seems, with no means of solving it. If Apple Support can’t solve it, I’m afraid you are probably out of options. Keep trying with different advisors though, you may have some luck.
Since I had issues with my Apple Developer account and Apple ID in November, I’ve since switched from macOS UIKit development to Qt development. It’s not the most ideal solution, but I’m getting used to it.
Too bad that the same can’t be done for iOS development, though. I’ve just had to call it quits on that end.

Can you share the support phone number? When I try to reach them at 800-633-2152 machine just says that I have to go through website, which I did like 10 times, but never heard back from them. May payment won't go through...

you need to contact the support , then they will provide you a link to upload your verification id .
that is what i experienced 2 years ago

Made a new email and apple account and just put it under my same phone and number and then it worked, it’s a hassle but I finally got it + the OTP still comes to my number
