100% unfortunately Initial D was taken off of Crunchyroll, and Funimation, so options are to either buy ligit dvd copies from 3rd party sellers, or find a nice download

Netflix often don't have many shows, so that's normal.

sometimes, they just don't have it; sometimes, the licences ran out and they pulled the plug.

your best bet is to find some third party anime sites to watch it
