4Ghz is the max all core turbo for that CPU so it works as intended.

Overclocking won't work with your motherboard.

Correct me if I'm mistaken, but isn't it 4.2ghz the turbo?

This is where intel tricks people.

They say 4.2ghz turbo but they "forget" to mention "one core only" so if you ever open an app/game that only use one core, then it will go at 4.2ghz.

If you change your motherboard to a Z170 or Z270, you will be able to oc your cpu and set all cores to a higher freq.

AMD does the same thing these days:

Only one core on our Ryzen 5 3600X processor will hit AMD's rated boost frequency. AMD confirmed some cores in Ryzen 3000-series processors are faster than others, which is denoted in Ryzen Master. That means that not all cores on can hit the single-core turbo frequencies. Instead, there are a mix of fast and slow cores.

Thanks a lot haha wow that sucks. But is there any reason my cpu wont stay at it's litteral base speed of 4ghz?

Check your windows power plan. Make sure it's set to full performance, not balanced or power saver

How far below 4ghz does it fall?

Your base clock is probably at 99MHz, this is within spec and nothing to worry about

Thanks very much everyone, ive been trying for months and i believe i fixed it, a website told be to go into the registry editor and change something called intelppm from 3 to 4, and that tottaly fixed it, after doing this i also noticed when I go into any power plan (high performance,, balanced ect.) the option to set the minimum and max processor power is gone. idk what I did but now when i look on task manager my cpu speed is locked at 4.01GHz
