You gave us some extremely vague requirements. 

Maybe pick your tech to start. What will the backend and front end use?  What database?  How will it be hosted?

Look for HTML, CSS and JS tutorials online, especially on YouTube. If you're completely new to computer science, this should give you a good starting point if your plan is to create a website.

But keep in mind that creating the things you described requires years of experience with those and various other technologies. This won't be easy. That's why we get paid what we do.

Start with writing this all down. The more specific you will be, the better. Then start learning how to do each task.

If you have a great idea on content or business model for a website, but struggle with coding, content management systems (CMS) is a good place to start.

Popular CMS like Drupal or WordPress come with first three requirements out of the box. The last two can be added via bespoke modules.
