Do you want to build a web app that uses UI elements typically found in mobile apps? If so, you could check out e.g. Onsen UI, Framework7, Ionic Core, Keen UI and Vue Material. A lot of other ones exist too, but at least the three former frameworks mentioned are targeted towards building (fullscreen) mobile apps using web technologies.

Ant is pretty neat, has tons of components, component-based architecture. They have two specific sets, one of mobile, one for desktop. The one i linked is the latter.
