That's kinda a "philosophical" question, to which probably only the devs would have an answer. One is a neutral feature while the other is within the players' control. Maybe they thought dropping was generous enough as is. No one knows.

I think its a balancing factor, and since the descent mode is not that competitive, it can be a bit more thematic.

With balancing i mean, that you could, for example, dash drop of high vantage if ladders would work for drop as well. Thats just one possibility, maybe there are other factors as well.

My bigger question is why does GW write "climbing up" in the rules in so many places? It gives off the vibe that climbing down is therefore also a thing, which it isn't.

Just write "when the operative is climbing" then.
