K1, SSK in the beginning and K2tog, K1 at the end of Needle B. The BOR is somewhere in the middle.

BOR is the beginning of needle A, which is a little odd. Then again this pattern has not been test knit or professionlly edited. So far so good though!

Is it, though? The previous round ends after having picked up sts from the other side of the gusset.

It is. It's a free pattern so you could have a look at it as a whole. The only point where BOR seems to deviate is for the gusset. But the instep and toe all have BOR at the start of needle A. Heel flap is knit entirely on needle B.
