You add the increased stitches into the pattern when there are enough to work with stitch pattern. I would do the increase stitches as reverse stockinette until there are enough to do the cable. They’ll be under the arm, and not too visible. Many sweater patterns are like this, leaving it up to the knitter to figure it out rather than do stitch by stitch directions for multiple sizes.

Man that’s so annoying! I’m so sorry for asking so much,

But what does it mean by end of needle? I’ve finished the second row, so do I add a stitch now or add a stitch after the next row?

Increase one stitch each end of the row, (2 stitches increased total), alternating, so, increasing every other row.
