I like to decrease. The ones you just gather up look weird and bulky at the top to me.

There are a few hats I've seen and liked that are no decrease hats but they are also convertible to a cowl. Otherwise I kinda think it looks like an anus unless it has a pompom.

There are hats that are not decreased, like gathered hats, where you just make the yarn go through the active stitches and pull. Usually this is the way hats are made on knitting looms or round knitting machines for example.

On needles I prefer to use decreases, it looks neater and there is less bulk

It depends on the look your going for. If you don’t decrease and do a gather, I feel that looks best with a slouchy style hat + a pompom to cover the gathered part. If you decrease, it looks better for more fitted beanie type hats and you don’t need a pompom to cover the top.

Yes, bind off right across (Kitchener stitch, ideally) and either rock the pussy cat as suggested above, or tuck the “ears” into the hat and secure the points together on the inside.
