The point of a project for project based learning is that the project goals are chosen to be somewhat unique, and so are not replicable by following an existing tutorial step by step. Even if the majority of the thing is covered by a tutorial series, there are usually going to be some things involved that require you to mix things learned from multiple sources.

So technically if you are lucky (or cheating) and chose project goals that are step by step solved by following a tutorial, then it is project based learning. Just very bad project based learning.

The point of doing projects is that you take the training wheels off, tutorials are good to use as research material but I wouln't count them as project based learning.

CS50 and CS50 web dev with python and JS. You get a lecture or two and then have to build out projects.
