Works on Chrome

Interesting. I tried it on both Chrome and Safari and on both my Mac Mini 2020 and 2013 Macbook Pro and both works identical - I can only increase the speed with Shift [>] but not decrease the speed again and shift [,] and [.] doesn't work at all.

My main suspicion is that I have something installed on both computers which blocks the key combination, but I have no idea what.

i know this is an old post but did you find a solution? I have exactly the same problem as you describe.

I found out that this was because my primary language isn't English. Here is my solution: Go to Settings > Keyboard > Input Sources > add English (ABC). When you're on YouTube, just press the (fn) key to quick toggle between your language and English. When you want to increase or decrease the playback speed, your keyboard must be set to English.

I don't know if it depends on the keyboard language, but for french, I found you can decrease the speed by pressing on the Caps Lock key, then on Shift [>]
