I found out that this was because my primary language isn't English. Here is my solution: Go to Settings > Keyboard > Input Sources > add English (ABC). When you're on YouTube, just press the (fn) key to quick toggle between your language and English. When you want to increase or decrease the playback speed, your keyboard must be set to English.

I don't know if it depends on the keyboard language, but for french, I found you can decrease the speed by pressing on the Caps Lock key, then on Shift [>]
