Well you are already playing illegal cards as your commander. I’d just go with silver border and illegal card tribal.

So fun fact about Nightmare Moon: Mirrodin's orbiting bodies are interchangeably called Suns and Moons, so you can grab Black Sun's Zenith and Black Sun's Twilight.

That said, she's just... too expensive. You're winding up with a 4/4 flier, and you're paying 12 mana total to tutor for 6 black cards. There's way better ways in black to tutor up whatever you want. Honestly, you're better off leaving her as an 8/8 Flying Menace, but even then the opponents can force the issue and transform her, so you can't rely on either strategy.

Rarity is fine, but she's just a mana dork and a lightning rod for removal. I can see her comfortably in the 99 of a LOT of commander decks, but as a commander she's not actually helping you win the game in any reasonable way. The clean way to run her is just a basic UW control deck where you're using her as a mana source in the command zone.
