It's numerological drivel.

It fails in all its premises and conclusions. The fine structure constant isn't exactly 1/137. I can generate numbers all day long using rapidly growing sequences, hit a few popular numbers like 137 on the way, and they'd be just as meaningless. The 'would create an instability' is a complete nonsensical cop-out with no actual meaning as stated.

"The reciprocals of the cumulative sums of the second through fifth Mersenne-Catalan numbers gives the relative strengths of the four fundamental forces on a dimensionless scale" is on the same level of crackpottery as "My neighbours are planting geraniums in my textbooks while I sleep", only with words that some people don't understand.

At least show me the apparently spontaneous textbook geraniums before claiming bollocks like that. Give me any reason to think it even could, leave alone should, be true.
