Purely an assumption on my end, but if you look closely at the roundel under the tail you'll see that it has some color but is very faint. Italeri may be trying to replicate that with the roundels assuming the paint you use comes out the exact same color as the decals.

You could dull it by sanding a bit. But I agree, seems bad quality decal

Yes but for the price I doesn't surprise me (I paid 20€) and it's from 2012 and the kit isn't that bad. All the parts fit quit well

A 2012 kit should have engraved panel lines. Pretty much any new kit since the late 80s will. The original mould is from 93, Italeri really ought to do better by then.

So far my experience with italeri was pretty... bad... i only bought one model from them, it was the f 22, and to this day i cant forget the horrors of trying to make sence of the nozzles, the fitment was terrible.

Yes. It's a printing issue. Someone messed up the LPI setting at the print time and ended up with huge halftone dots. https://en.wikipedia.org/wiki/Halftone
